BCP- Behavioral Characteristics Progression was developed by the Department of Special Education, Department of Education, Santa Cruz County, California, USA. It was codified with more than 100 special education teachers to be an assessment tool and a system for preparing individual educational programs, it’s a nonstandardized continuum of behaviors and skills.

It contains 2,300 observable skills called “behavioral characteristics”, divided into 56 domains categorized into 7 main aspects: cognitive, language, fine muscle, large muscle, social, independence.

There are no age groups for BCP skills, so an individual’s abilities and needs can be determined regardless of age.
